if you know you can't date them because they have a g/f or a b/f then you can still flirt a little but keep it real because you have to realise they are very happy with the relationship they have and just show you care about them as a friend and more....but if they are single i say flirt a lot show you have intrest and see how they react and if they react well to you flirting you can try and possible ask them out.... Well, you need to decide if your friendship is more important than dating him/her. If it's very likely that he likes you in return (it's pretty common when a guy and girl are friends), then go for it and tell him/her. Friends usually make the best couples because you already know eachother so well. But, if it doesn't work out, be prepared to loose a friend (although some people do stay friends afterwards. It depends on the situtation).

You tell that person how you feel!! At first when you tell her everything is gonna feel weird but the two of you really will get over it then you should talk to her like if you never told her till you find out if that person feels the same way!! Then you two should relize if you got any thing in commin. You know what im sayin? Well hope this works out for the two of you!

Go for it Brother!!!!!!!!!!!!!!!!, Life is entirely too short and you'll be kicking yourself ten years down the road thinking "what if". Besides if she doesn't feel the same way and you are good friends it's not going to affect your friendship. It's a win-win situation for you.
