The best way to do this is with sheets of foam insulation applied directly to the block walls on the inside, then covered with 4 mil plastic and plaster board.
You'll notice the difference immediately.

I would use the foam sheet insulation. You could apply it to the interior or exterior of the house, which ever works out better for you. If you have the exterior done, you could have it covered with a stucco finish. They will have to attach some metal z studs to hang the stucco from. Otherwise, you can add some nailers to the walls (between the foam) and then be able to attach siding (for outside) or drywall (for inside).

If walls are hollow, You can go to a pool place and get the stuff they put in with the sand It is an insulator and will work pretty good , Its called Vermiculite works like Styrofoam

rip every thing down and build a brand new house then you can insulate it properly, or just take the insides out and remodel it.
