The 18/10 refers to the proportion of chromium to nickel in the stainless steel alloy. To be classified as stainless steel, an iron base alloy must contain at least 10.5 % of chromium. The presence of chromium enables the steel to form an invisible layer of oxide that protects it against corrosion

Jennifer's answer is correct regarding the definition of stainless steel. 18/8 is the most common grade of stainless steel for flatware. 18/10 is more expensive and corrosion resistant than 18/8.

"A typical composition of 18% chromium and 10% nickel, commonly known as 18/10 stainless is often used in flatware. Similarly 18/0 and 18/8 is also available." http://en.wikipedia.org/wiki/Stainless_steel

18/10 is also known as marine grade stainless steel.
