It is legal to see YOUR notes on eBay. The exam itself, no- likely not - if the exam was written by someone else.
Legal or not, you may violate your institution's ethical rules.

I can't for sure that I know it is legal, but I would think it is. However, I would tread carefully, since anyone caught with that material (not so much the notes, but the practice exam) would probably get into loads of trouble, and it may be traced to you. I don't think you could get in trouble or anything, but I'm just saying, tread carefully, and good luck!

The answers would be technically ok to publish - since they are yours.
However...
The exam you "obtained" is most likely protected by copyright, even if it does not specifically say so. You may be sued by the originator(s) of the text if they find out,

If you took the questions from the actual exam than it is illegal. Those questions are protected by copyright and often by a nondisclosure statement that is signed on the day of the exam.

Well, there is;
good vs bad
moral vs immoral
ethical vs unethical
legal vs illegal
You are treading on thin ice - the extreme end. If you want to "dabble" in this arena, better consult a lawyer. The consequences can be very severe.
