I've seen sourse code of few websites but am not able to understand how to divide my webpage into frames , i know the tags but don't know the procedure ,help me out

There is no procedure in the sense of a subroutine in ASP. It is plain old HTML.
First, you don't define a , but a instead. Then you use the tag in it for defining the individual frames. For the attributes (with which you can set the URL of a page to be shown in the frame, the size and position of the different frames, etc.) see this page (has good examples):

Few people use frames these days, due to their former reputation of being badly referenced by search engines. Should you really need to use frames, you can get to download the (free) software below. It's called NVU and works very well. I would suggest you take a look at their page on how to build a web site.

It is not actually advisable to use frame on web pages.
I've used this before but now I remove all of them.
