If you are a true novice and don't want to spend much time learning how to make a site, I would suggest the current super-popular MySpace. You can quickly get your information up for all your friends to see.

If you are interested in something more, but still fairly simple try GeoCities or Yahoo.

If you are willing to learn HTML I would suggest ATSPACE.COM. You can create a website for FREE up to 50MBs in size. I have two websites through them and the uptime is great. NO ADS, NO BANNERS. You'll need an ftp program to upload your stuff. There's a good free one for personal use called "FTP Explorer". Of course you'll either need to learn HTML or use one of the WYSIWYG programs like FrontPage or DreamWeaver to actually design your site. e-mail me if you need some help...

If you want your own domain and have it hosted, I suggest ReadyHosting. You get 1GB of space unlimted e-mail accounts, FTP access and domain name registration all for $99 a year.

If you want to do it yourself then I would suggest learning HTML & CSS, which can seem daunting at first but are easy once you get into them. w3c provides plenty of information on how to do this

For a 'no experience' neccessary approach you might look at some hosted solutions such as

vox (blog and media hosting)
or google pages (general page creation)
Both are free and easy to setup/use

You could also use a WYSIWYG (What You See Is What You Get) editor such as dreamweaver to generate the page code for you and then get your own webhosting/domain (around £10 a month for a decent shared host)

If you prefer to have someone else do it then it depends upon your budget.
To do it cheaply you could look for a freelancer or for a large business project (with a budget to match) then try a design firm/studio.

Also IMHO Mr Site is one of the worst things to ever happen to web design. Their templates are a mess and I would avoid them like the plague! I have never seen a decent Mr Site site (sorry to the previous answerer!)

If you want something free then this site is a good start while you can use FTP, tutorial and Page Builder, Templates are included. 100% free with 100 MB as http://you.zomi.net or www.you.zomi.net
You can also host your domain for free here.
If you own a domain name then you just set up your name server and your site is totally free as www.yoursite.com with 100 MB space with other free web stuff.

hey if i don't get 'best answer ' for this then . i'll withdraw from society and become a recluse , stay on here forever and annoy even more peeps . lol
anyway i just done exactly that . i have had my web adress for 2 years and couldn't work out how to upload a web page . it seemed every corner i turned , i got another problem .
now my wife bought me a kit for dummies . it is :WWW.MRSITE.CO.UK ( lower case ) once there you can buy a really cheap kit and then you're on your way . i followed the instructions to the letter and i am now the happiest man on earth . voila .p.s. don't forget my best answer . dave
