the best thing to do is to exfoliate before shaving or any other method of removal .........since all the dead skin will be removed and the ingrown hair will appear to allow its easy removal....anything else will not work well
so try taking a bath using loofas
or try dead sea salt or olive oil and salt

Use an electric trimmer made for that purpose. A plain razor will always leave irritation because it is a delicate area. You wont get a completely bald look down there with a trimmer, and if that's what you are after, consider a Nair cream made for bikini. Be warned that allergies may occur so don't just slather it on without reading the instructions.

Have you tried the Seiko Cleancut shaver? Its used by thousands worldwide and will leave you with baby soft skin. Best of all, it does not nick, cut or bite so won't leave you with razor burn or ingrown hairs. It only works on stubble length hair, so you need to use a good trimmer with it like the Shavy.

use a beard trimmer... keeps it short and there's no itching when it grows back.
