Plagiarism is one of the worst crimes in any educational institution, and one that will follow you around. The new university will most likely solicit your current transcript from your existing university and they will find out about the plagiarism charge against you. I would fight the university's claim of plagiarism because there are serious repercussions if you have been branded a cheater throughout your academic years in college.

Rent the movie "Scent of a Woman" with Al Pacino and you will see what I am talking about.

When you say semester do you mean session (i.e. a brand new university year)?

In order to begin a new semester at a different uni (e.g. to change to a different uni after xmas) you would almost certainly need a reference from your current institution, which in your case may not be favourable so your chances would be slim.

However, I can't see any reason why you shouldn't begin a new course at a different uni at the beginning of a new session (i.e. in September/October). They would need references too, but you could go back and ask for a reference from your school, rather than get one from your first uni.
