That depends on whether you are speaking of Western or Eastern Roman empire. The Western was believed to have collapsed in 476 AD and was indeed founded by Frederick I (known as Red Beard or "Barbarossa"- You spelled it wrong!), but few are educated on that perspective.

No. It was founded by Charlemagne in the 800's. It lasted from 843 to 1806. I remember my high school history teacher saying that it was "neither holy nor Roman."
