well there is a difference in the number of troops, the German divisions , certainly at the end of the war , where not always at there full number of men and material for ex. in a German division after 1943 there would be a panther battalion and a mark IV battalion well it possible that one of the to isn't present or replaced by STuG's .
The Germans had the habit to use a division not in his complete be more in kampfgroups which are a well balanced combination of tanks , panzer infantry( panzer grenadiers ) , PAK and artillery.
This has as advantages that a kampfgroup is more easy to maneuver then a complete division later this is also used by the Americans in the form of a battle group
