Televsion, as we know it, was in place as early as 1935, but during WWII, nearly all broadcasting was halted, worldwide. Aside from radio broadcasts and newspapers, people still depended on watching trailers at movies to keep up on current events.

If television was indeed around at that time, they were rare. My mother was born in 1940, the year WWII started, and she said she clearly remembers when her father first brought home a television, probably in the very late 40s or early 50s.
