the simplest I can relate it is that the "big boom" and expanding universe didn't hold up well, but a shrinking universe didn't hold up either. The eleventh dimension (which I don't understand} made up for the discrepancy for the amount of matter contained in the universe, so he thinks the universe might be pulsing because some parts of the universe seem to be expanding and other parts seem to be contracting, and so if it has always been pulsing, it will continue to always pulse and there was no "big bang.

Not to impugn the great man but he has become a little contradictory of late and is loosing favour amongst his peers.
It is hard to know wether he has come up with something new or not. I fear that all this is a function of his motor neurone disease.
He hasn't really put anything forward that hasn't been mooted by others. Namely, 11 Dimensions, Dark matter and the thermo dynamic Theory of Entropy.

His books conatin complex cosmological theories and take hundreds of pages to flesh out their arguments.
probably fewer than 1000 people in the entire World actually understand his math.
The space and expertise needed to do justice to his work is simply not available in this kind of forum.
