You can't be "in love" with two guys at the same time. You can be "in" a lot of things, but "love" isn't one of them. She may WANT two guys, but love is a special thing and if she really LOVED one of those guys, she'd know it and there would be no question.

She isn't in love with them to the same magnitude I am sure, just that one is probably more accessible. I bet if both knew for sure that she would get the attention of one over the other and the decision would be made quite naturally. Because both can't be loving her back at the same magnitude, one of them wants her and needs her more than the other.
