I have been trying to find an answer to that question for over 15 years. Luckily, I've kept busy, and I can now list the places (note: all from my own experience; if places are not listed, it may not mean that they aren't qualified; but I can vouch for these):

1. Kelowna, British Columbia, Canada
2. Christchurch, New Zealand
3. Dunedin, New Zealand
4. Stockholm, Sweden
5. Munich, Germany.

As for why: All these places are deeply satisfying in every way, and offer something outstanding for every aspect of life you could possibly wish for. Plus, they are all in liberal and gentle countries with enlightened and humanistic approaches to things, as it should be.

The United States of America is the best country, of course! And I think the New York City area is probably the best because of the diversity and culture that is available. New Yorkers tend to be more tolerant than other Americans because we are truly a melting pot.

It's a small country,.calm,.peaceful,. wonderful beaches...
still preserved nature, ..so much green... and friendly people.
Not so much expensive for foreigners, and very modern in the uses.
