if cartel illegal, why so many cartels (such as OPEC and shiping company) in the world?

cartel is just a word. No it is not illegal and can be found in the dictionary. And OPEC means Organization of Petroleum Exporting Companies but I dont think anyone is going to put you in jail for calling it a cartel. And there are so many cartels in the world because that is how they are able to do better their business

Cartels in and of themselves are not illegal unless collusion is manifest
