Anyway, it has to do with the release of pheremones, which are scents that attract people to another. We don't conciously sense it, but they are there. Two of the areas that excrete the most or have the most pronounced, are the genitals and the armpits. Having hair in these areas sort of provides a net that holds the pheremones there so they don't dissipate to quickly.
It is also a provision to indicate maturity, as the onset usually begins around the time of a girl's menarche (first period).

That has long been a question of many people. Some say that it hails back to early times. That pubic hair was an indication of adulthood and that the person was old enough for mating. Therefore making it a natural selection thing.

If she is going through puberty and/or is a grown up then it is perfectly normal.
