I have wondered this forever and still it seems so complicated, I have noticed this about the welfare in different cities. they have children but no jobs, or no budget, its just want they can get

Well, that sounds okay in a way, but it is a bit unethical and it won't work.

It won't work since people like you and I who would not won't a baby at this moment, but still would receive money for not "mating". The system will corrupt and the program will become too big. We are already having problem keeping the budget as it is. There is no way for us to do this unless we are a communist or a dictatorship country. China actually did this and I believe they are still doing it. They actually outlawed for a couple to have more than one baby. This becomes a issue. It is unethical for a country to decide our faith on whether or not we should have more babies or not. It may not sound like a bad thing since we would receive money, but it would be a first step to the disastrous scenario.

The main reason for the government to not do this would be that we need steady population growth. Look at European countries, Japan, and Korea. They are facing decline in population compare to growth. This will kill the country. Last thing that a government want to do is to discourage population growth.

The answer lies in politics (IMHO). Can you imagine the backlash of any politician suggesting people quit mating? Look at the political ramifications of "abstinence" alone to get an idea. People don't want to hear it. That would be the end of any politician. Remember, the right thing to do isn't always the most popular option. Cutting welfare mothers off or making them work it off might seem right, but it wouldn't be widely popular, wouldn't it?

I believe we were all born for a purpose because I believe in God. Doing something like this would suggest communism, however, I do think that the core of the issue has something to do with codependency, lure, entrapment, and votes.
