Am looking for someone in Yamanashi Prefecture in Japan. How would I go about doing this?

It has been 42 years since I have had contact with her. Her name is Sayoko Komiya and would be 67 years old now. She has a sister named Seiko.

Send a letter to the Yamanashi Prefecture Hall attention Citizen Registry. Explain why you are looking for that person, and let them run with it. Japan public offices are pretty good about that type of thing.
