IT is most likely broken or chaffed wires along the steering tube or next to the battery , causing lack of charge getting to the battery and power to the switches common fault on these scooters

Check to make sure that the battery terminals are clean and tight (making a good connection). Including the ground terminal at the engine or frame. Follow the ground terminal from the battery to where it connects to the frame or engine. Follow the positive terminal from the battery to the main fuse or solenoid. Make sure those are tight also.
--Even though the battery is charged, loose connections at the battery will act as if the battery is close to dead.
--That's why it may not be starting with the starter button. Using the kick start, the engine will start with a weak battery. The lights will be dim, because the engine thinks the battery is dead and uses most of it's electrical output, attempting to charge the battery.

Are you sure your battery is fully charged? I had a Piaggio scooter with same problem and it turned out the battery was totally shot ( ie won't even take a charge) Check for the volts with a multi-meter on dc setting (if you don't have one, nicely ask an auto elec or local dealer !)
Hopefully a new battery will sort it, and mate, try and sort out your spelling so people don't reply with smart unhelpful answers!
good luck

What's a barery? For that matter what does charched mean? Use the spell check if you dropped out of high school. That way you can fool everyone into thinking you're intelligent.
