I just bought a Meade telescope and it has a lens that says 3x barlow. What does that mean?

A Barlow lens is an accessory that multiplies the effective magnification provided by a given eyepiece, like a lens converter for a camera, typically it doubles or (in your case) triples the eyepiece magnification.
