Quotation marks make you search for the exact prase in them. For example, if you were searching for cute puppies, you might get as a result:
"These puppies are so cute!"
"These are cute puppies."
because both contain the word 'cute' and 'puppies'. But if you were searching for "cute puppies" (with quotation marks), you would only get:
"These are cute puppies."
as a result, because this is the only one that contains the phrase "cute puppies".

A search using quotation marks means to include the entire phrase.
Example:
If you search for Washington Monument, you might get results for Washington, Monument, Washington and Monument, etc.

If you use quotes: "Washington Monument" you should get results for both words in that order. It narrows down your search considerably.

Because you are using someone else's words.
If you don't, you are not giving them credit.
You only use them when you cite the exact words.
