I was a Postal Clerk in the Army and if I was expecting an important letter, I would sift through the mail I was in charge of looking for it; otherwise I would wait with the rest of the Soldiers.

If he delivers mail to his neighborhood then no, he can just deliver to himself. But if he delivers mail to a different area then he'll have to wait for another mailman to deliver his mail.

Just like everybody else.
Millions of pieces of mail enter the system everyday.
They don't play favorites.
