Petite and size 0 aren't necessarily the same. Petite runs up to size 12 in most stores, it has to do with the length. If you're under 5'4" tall, then you are Petite. If you are 5'4" and taller and a size 0, you are not Petite.
Have you tried Ebay? I can usually find some cute things from the UK as that's where my size is located, and Ebay will be cheaper than a department or specialty store.
A UK 0 is the same as a US 00, so you may be better off buying a dress from the US and getting it altered. Altering isn't too expensive, and you may not need much done. The straps may be taken up ($5), the sides would be taken in ($10-15) and the bust darts may have to be moved ($10-15). At least that's what I would charge, but I only do alterations in person.

petite sizes only run from 6-12 in the uk maybe you could try having one made or having one alterred would be much cheaper I had mine alterred. The shops best for quite small prom dresses are probably-
t.k max- the dresses are amazing I love them :)
river island-absolutly beautiful dresses from here, they are extremely small, my sisters 10 and can fit into size 6 there!
warehouse
The dresses from these shops are reasonably priced although if you need yours alterring aswell may cost a bit more. And the more expensive ones are better quality. Hope you find your dream dress, and have a great time :)

If you are a size 0 in the UK, what height are you? It sounds like you are an unhealthily low weight and that is why you can't find anything to fit. Please don't take this as a criticism, I am just concerned about you.
Sorry, I can't be of any use to where you can find a dress. Perhaps get a dress specially made.

You'll definately need alterations. Go to www.PromDressShop.com and click on prom tips, then alterations. It can help with some alteration knowledge. Or it may be in the q&A section. Either way, make sure you get a good seamstress before having them touch your dress. See other work they have completed. A bad seamstress can be a nightmare!

My Daughter has her prom night in june, we went looking for dresses, we live in Yorkshire, we went into the indoor market & there was an Aisian stall with the most beautiful dresses, my Daughter liked a few, how about an aisian shop, don't forget some of them are really very petiete, they were not the type with the trousers, but proper dresses you could wear to a ball.good luck, have fun.

you should check out the bridal shops in your area. most of them sell prom dresses as well. you will probably have to get it altered.
I have seen a lot of cute and trndy flower girl and bridesmaid dresses! and it isn't "wedding season" so the prices aren't too steap.
or...check out the Limited Too. my sister loves that place.
