Maybe you mean WHO started it. But since you asked WHAT started it, i would guess, the rise of talent agencies in britian and bored british women interested in getting away from buck-tooth british guys and into sunny weather.

I don' t think anyone started a trend. I just think it has to do with the amount of talent that they have. Coincidentally there are a lot of talented British actresses.
