Ok I have this pic of my mom and a pic of this angel that I want to put my mom's face on and I really want it done by May and I just found out it could cost like more then a $1000 for a Black and White? Is this true when its not a complete portrait or is that only the truth for complete portraits? We are talking maybe 5X7 if that big

Depends upon whom you have do the tattoo. Some tattoo artist charge by the hour where as some have a steady rate just per tattoo and it's size. It also depends if you want it in color or not.

It may very well be that much, if you try to find cheaper then you'll probably have a lot less good quality.

mine cost around $300. all black ink with shading. The shading hurt the worst but not as bad as I thought it was going to be. I researched my area and found artists that specialize in portraits.
