Nice question...
Reading up on the Power Cosmic and the Odinforce shows they are virtually the same on the surface, matter manipulation, destructive force, etc... but the extent of the Power Cosmic seems to be greater than that of the Odinforce... so, that may give Surfer an edge...
Also, Surfer can travel at much higher speeds than Thor... Surfer's means of transportation, either under his own power or by use of his board is not only capable of being faster than Thor, but also more precise... Thor's means of travel, hurling himself through the sky with his hammer doesnt have the same precision... so there are two more areas that Surfer seems to have the edge...
Physical strength would probably be comparable, as would invulnerability (dont give me that nonsense that Thor is a god so he is immortal... the Norse gods can die)... and even if Thor had on his gauntlets AND his belt, his powers would increase, but Surfer can increase his power at will by tapping into the Power Cosmic... virtually limitless... nothing indicates Thor's power even with the Odinforce is limitless...
Also, the fight would be a clean one... both posses such a high level of honor... there would be no cheating and such...
Good match-up, but Surfer would edge him out in the speed, precision and power limit... but it would be close and long and drawn out...
eventual winner, Silver Surfer...

UPDATE: The person who answered this after me brought up a good point... Thor's hammer... I hadnt even given it much thought... the only one's who can wield it are beings who are worthy and also possess the physical strength to do so (like Captain America would be worthy, but not strong enough, yet Beta-Ray Bill was both)... I think Surfer has proven his worthiness and atoned for his former sins (which he commited to protect his own planet)... so I think Surfer could take Thor's hammer away from him and not only beat him with it, but also gain all of Thor's powers on top of what he already has... but Surfer wouldnt do that because of his sense of honor...

I’d say Thor, here’s why: on his hammer, it says, Whosoever holds this hammer—IF HE BE WORTHY—shall possess the power of Thor!

Thor is worthy to have that kind of power and use it. The Silver Surfer is a whiney , pretentious hippie dressed up in aluminum foil. He is morally corrupt, for having cooperated with Galactus and led him to planets that big G fed on, thus being responsible for the deaths of billions.

You may say that Norrin Radd has sworn never to do it again, but I have not heard him say anything to the extent of admitting that he was wrong to do it in the first place. He did it to save his planet? If it had been Mephisto that was going to eat Zenn-La, instead, would Norrin Radd have seen the moral wrong in agreeing to help Mephisto? Galactus is NOT beyond good and evil. Neither is Norrin Radd.

Galactus is evil, and on that day when all evil is cleansed from the universe, the day in which the editors of Marvel Comics do not believe, then they, as well as their Galactus and their Silver Surfer, will go down into the darkness, trying to bite back their curses.

That’s why Thor would beat the Surfer. Not because he’s perfect (he’s not) and not because he’s a god (there’s a real God out there that even Thor will bow before.) But because he is morally superior to the Silver Surfer.
