Google AdWords is by far the best way to advertise. Start with a small budget and learn before you spend too much.

Keep in mind with free advertising that you end up spending your time.

Watch out for traffic exchange places like trafficswarm. The people that will see your site are only there to earn credits to get their site shown. Makes the hit counter go up, but thats about all. And if you have google AdSense they will close your account as traffic exchanges are against their TOS.

There's no one way, you need to utilize all forms of advertisement to be successful, but the best 'way' is online advertisements, since you are only a click away from the user. If it's not online advertising then people got to remember the ad they saw or heard and search for you if not.

Quite a few people have already given great advice (build backlinks, stay clear of traffic exchanges). There are tons of free and not free ways so you just need to find a good balance based on the money and time you have available. I have found online classifieds very effective but that can be time consuming. Google Adwords is another good choice. Also putting a byline (small text ad in your email signature) is good too. I suggest you read the book Street Smart Internet Marketing. It's all about getting lots of quality traffic and making good money with your site. It's been a great resource for me - I'm sure it would be the same for you.

The best way to advertise your website, is EVERY way. Both offline, as well as online. Of course, to increase online traffic to your website you need to advertise online.

I suggest staying away from "link exchanges", because major search engines like Yahoo and Google are suspected to penalize websites that exchange links. So, try to get your website URL added to other websites that do not require a reciprocal link. But, do not put your link on just ANY website. Put your link on websites that are identical in content to yours. Search engines call this "link relevancy". If for example your website is about teenager clothing, you don't want to put your link on Senior Citizen health care websites.

If you can get enough relevant websites to link to yours, and if you have many pages of strong content on your website (not repeating the same content over and over again), then you have a good chance of getting a good ranking naturally on search engines without having to pay for advertising (keyword bidding).

For offline advertising, consider these ideas:
Advertise in your local paper classifieds.
Business cards with your website title and URL.
Flyers with your website info and URL.
Magazine ads that target your desired audience (potential buyers)
Ask radio stations to play a song for your staff at www.YourSite.com.
TShirts with your URL (you can get stencils and spray paint them yourself to save money).

Lastly, regarding online advertising, avoid any SEO (Search Engine Optimization) company that makes grandiose promises, such as "Top Search Engine Listings - Guaranteed!" No company can promise top search engine listings, because search engines do not reveal their logic, and they change their ranking logic frequently.

Stick with the basics... get good inbound links (from relevant websites like yours and that don't require reciprocal links)... load your site with valuable, relevant content... and don't forget about offline advertising (newspapers, business cards, etc).
