Buy some silicone sealant remover (the sell it in Homebase).
Chip of the worst of the sealant. Add the remover and the rest goes like putty and you can wipe it off with a cloth. A drop of white spirit on the cloth makes it easier.

There is a tool that will remove the old sealant. It's basically a plastic hook that pulls the silicone out. It takes a little elbow grease, but it's not too bad, especially if the silicone is old. You should be able to find the tool at a local hardware store for a few dollars.

Use a Stanley knife to start it off and then just pull!

Trouble is, very little will melt the stuff after it's set, even the sealant removers can leave residue so the neatest way is to peel it away as far as possible and then scrape the rest off with a blunt knife or spatula so as not to damage the wall or enamel.

cut it out with a stanley knife , the tacky bit left can be removed with wet wire wool , dont go too heavy though to scratch the enamel

By far and away the best thing to use is "SILLICONE EATER".Its made for the job.Do not use knives or wire wool.You can get it from any D.I.Y store.

A knife, cut it away. if old it should peel .
if fresh and you are laying it then use a damp cloth.
