Because they are mass produced and when used in other settings, the braile keypads make sense. It's more cost effective to standardize anything.

I have answered this before. The manufactures of the ATM machines must meet federal guidelines, because the banks are federally insured so the braille carried into private sectors as well, it's cheaper to use the same touch plates. Many ATMs are walk byes and not located in drive ups, so the blind or seeing impaired have access to them.

I don't know about you, I have seen and have walked up to a drive up ATM after hours. People are allowed to walk up to drive up ATM machines.
