They cannot transfer at will if that's what you are asking (they are bound by the contract they signed). Players are traded through the first half of the season up until the trading deadline. And in these trades a player could end up hopping around through several teams.

There are a couple of ways that players can change teams during a season. First they can be traded to another team at any point before the trade deadline. Second they can be waived by their own team and then sign a contract with a new team.

There is a deadline in which a team has so they can trade players. After the all-star break, teams are not allowed to trade players until the season is over.

It depends on how many times a player gets traded from one team to another. Back in the 2003-04, Power Forward Rasheed Wallace got traded twice in a weeks span, first from the Portland Trail Blazers to the Atlanta Hawks then from the Atlanta Hawks to the Detroit Pistons.
