Only certain government agencies, the police and the emergency services have either the ability to do this or the authority to request a mobile operator to track the signal and IMEI of a mobile phone on a network. Trying to do this yourself is illegal and may end with a lengthy term at her majesty's pleasure (and not yours). I used to work for 3 and would receive such requests from the police.

BUT~ Why would you want to do that? Your son's gonna be so hurt when he found out your intention. If you're not ready to trust him then don't give him a mobile phone. If he's old enough to have a mobile than stop being so paranoid. Children shouldn't abuse their parents' trust. But neither should parents abuse their children's trust.

You can track his location via your computer, by tracking the signals if you are law enforcement. If not, I would sugest that you would be in violation of several laws.
What is more worrying is that you distrust your son to this level. Before forking out several hundred pounds on illegal software, I sugest that you sit him down and have a talk.

Get a tracking device fitted to it from one of these surveillance shops ( not cheap ) then you can hook it up ti youre computer . But for god sake women give the boy a break youre not the CIA and he isn't a terrorist . So leave him be X
