Personally, I would choose Seattle out of those choices ... I love Portland and the area, but I think that Seattle would have more to offer for a new small business. You would want to research which areas of the city/suburbs were best for kids/schools. I am only familiar with the western cities you listed.

As far as the california cities ... I like visiting, but, well, having had adult children living in both, just prefer the northwest. Nevada has many of the same downfalls as California.

You did no longer choose for to come again to the U. S. as a minor, yet you have chosen to stay right here as an person. in the journey that your father has a green card, then he can petition you for one, yet you heavily isn't waiting to alter status from an overstayed visa except your father naturalizes as a US citizen. i do no longer comprehend why you probably did no longer get a green card on a similar time as your father except your father have been given his with the aid of one in each and every of your siblings who married a US citizen and at last naturalized and petitioned your father. i'm sorry that our government helps adults like your father to affix their non-resident little ones in our faculties. If our faculties ought to verify criminal status and deny admission to non-resident scholars, then mom and dad like yours does no longer drag their youngsters right here on tourist visas against their will.

I've heard that Birmingham is wonderful. The cost of living is low, crime rate is not very high and the weather is wonderful.
