In answer to your question, you do not need a licence to deal in stamps but I would advise that you consider what you are doing in such a buyers market. Log on to Amazon.co.uk there is a successful book for your needs called Successful Stamp Dealing

You must check with the state and local authorities where you live. Usually a license is needed to operate any sort of retail business.

It would depend on the state you are in. Some states will tax and liscense everything just to get revenue.
I doubt that you would make enough money to merit a business license.
