There are lots of things you can do for a home based businesses. Many home based businesses sell some sort of service rather than a product because the overhead cost of providing a service is less than the overhead cost manufacturing. Is it legitimate? This will depend on how honest and hard working you are. First off, you need to register the company in order to claim tax deductions. Once registered you will be pleasently surprised at all the things you can deduct. HOWEVER, because you are a registered company the government will expect you to sell your services or products so they can receive tax money from you. If you are registered and claiming deductions but not paying taxes the government will not like this and you will be investigated. Generally, you can claim deductions for the first year without having made money from your business; but claim a second or third year without making money and you will will run into legitimacy problems.

I have had many home businesses. Some have been very successful and while others were total failures. The best advice is to find some service or product that you know for sure you can sell. Do not expect direct marketing to be a successful business as you will need to spend too much time learning and networking, you will have have too much overhead and too much work managing the up and down lines. Do not take on a business because someone else has been successful at it. Find a service you can provide that no one else; or few people are doing in you city. Start small and do a very good job. Promise nothing and deliver more than what is expected. Make money and pay your taxes and you will have a ligitimate home based business.
