If you're thinking the numbers may be identifying certain people for some reason by their seat numbers I don't think so.
The numbers may be saying 1623 was a good year for literature and perhaps that 4 islanders may be of one spiritual persuation and 42 of a more humanist one ; 4-815 1623-42 which is which may be identified from their backstories, which seem very familiar sometimes.
Also if you change the 8 to a 6 you can use them to come up with

1564 1616 23/4 x2

(though 1584 may have been when the guy moved to London and started work!)

Unfortunately his seat number is unknown at present. I suppose it is possible that we will find out one day in a flashback or something.
