Personally, I think a lot of the prior suggestions are too young for a woman her age. You may wish to try Talbots, Ann Taylor, or Liz Claiborne (you can find her stuff at Macy's and other equivalent dept. stores).

Gap without fail!! They do sizes right down to size 2 (English sizes) and they have a more mature type of clothing!

Most shops stock these sizes, so she can try Next, Dorothy Perkins, Wallis, H&M, Gap, Marks & Spencers, George at Asda, etc. HTH : )

i don't think primark's a good choice, the last few times i've been there, their size 8 clothes were too big for me, and i'm a size 6 to 8 too...

next, dorothy perkins, both have petite ranges in their store, and for this age group i dont think you would have a problem looking silly, because their clothes stylish yet not aimed at a particular age range!
