Quite simple really. Because this day and age, most everybody has a cell phone. And what other piece of radiating technology are you going to put almost right next to your brain.
it quite a brilliant plan on the governments behalf, can you just imagine the execution of it. first, they turn on the message, all at once. And everybody using a cell phone gets that message and starts to act upon it. now, to make the rest of the plan work, the first message would have to be quite violent, getting people to act crazy and dangerous. Because what would people do when they see a bunch of violent, incoherent people roaming the streets, that’s right, dial the police on their cell phone and –POOF- their under control as well.
The only other thing I can see being as effective at taking over would be MP3 players, but cell phones are much easier.

I am not aware of any mind control frequencies that are present much less in use. I do however detect delusions
