I think that it's allowed, because to be fair, it is Chinese food, so it makes sense to hire Chinese people....Some people might see this as unfair, but I think it's fine and those people are just taking the whole racial tolerance thing too far...I'm all for equality, but thats just being too politically correct.
However, if a non-chinese person wants a job and is clearly very skilled, I think it would make sense to hire them for that, despite their not being chinese.

It would be a poor decision if the restaurant was only hiring the Chinese person b/c of their ethnic background. I'm sure they don't just tell any Chinese person, "You're hired!" I'm sure there's some expertise there in knowledge of Chinese food, prep etc. just like Indian food too.

However, I have been seeing more American servers in ethnic restaurants.

Political Correctness will tell you no, it's not okay. Probably labour law will call it discriminatory practice too.

But you know, if I go to a chinese restaurant I really would prefer to be served by a chinese person. It IS just more authentic and I would like to have someone that grew up with that food make menu recomendations to me. So, I say to hell with political correctness, it's all so much over-reation anyway. But, do be mindful of your local labor laws - THAT can make your life hard.

Actually, although people immediatley scream "discrimination!" about this, I'm a business student and we learned that it is illegal to make employment decisions based on race EXCEPT when the race/ethnicity is a relevent factor for the company to accomplish its goals (like in the case, providing an authentic experience to visitors). I may not have explained it great, but there is a law that allows this to be perfectly legal.

Good and Bad,
Good point is the chinese know their own food well, and can reommend what food is good or spicy.
Bad because the words - ethnic discriminating

You should hire for their knowledge and expertise not by ethnic group.
