What effect does the added weight have on gas mileage?
Will it affect tire pressure sensors mounted inside the tire on the rim? Will it have any effect on ABS speed sensors?

When it rotates at high RPM will the liquid go to one spot due to centrifigial force making tire "UN-Balanced" ? not trying to kill your good idea, was just wondering ?
