A person sold me a best buy store credit card worth $2090.27
If I buy one that has the code scratched off, I know the other person can use it online, in that case what should I do when that person starts using it 30-40 days later so I won't be able to file a dispute with paypal or my credit card company?

Call the number on the card to check the balance. Use the entire balance on the card immediately, or ask if you can use the balance to buy a new Best Buy card. Get it straighted out immediately. There are too many possibilities for fraud. I don't think I would have purchased it in the first place.

Call Best Buy and ask if it is valid. If not, were you scammed?

Report it to eBay and pay pal if used to pay for the gift card. Call your credit card company if it is a phony card. Ask them to remove the charge and file a written complaint asap because there is a strict deadline to file.

Stores retain the gift cards when there is no balance left. It's possible that the seller used the gift card first , or maybe it was damaged by the PO machine.
