You are essentially describing communism, a system that is fundamentally flawed because it does not take into account some basic tenants of human behavior. Without a system of reinforcement for doing a job well, there is no need to do said job well.

If basic needs were provided for us, but we could then earn extra rewards beyond our basic needs by working harder, or working smarter, then yes.

No. Why should I work if I have no reason to? And I surely wouldn't be alone in this, so the question is..if no one works(because they don't have to) who makes all the things we are going to get free from the Government? Hence the problem with Socialism.
