What can be done to help the working poor and the homeless without creating dependency on the system?

send them to other countries, they can all be poor together, AND in another country they wouldn't be as poor, or even poor at all in some cases

Nothing that hasn't been done already.

It is the POOR peoples decision now to make a change. Only they can change their living conditions. They have to WANT to change then actually take the steps to do so.

Giving them money simply helps them maintain their poor lifestyle. But it is their choice that decides it all.
