The government of Cuba allows US citizens to enter Cuba, it is actually the US government that prohibits its citizens from travelling to Cuba by forbidding them to spend money there. The Bush administration is now being very anal about giving out official permits to go there, so you will have to go through a third country if you choose to go. Do not use Canada or the Bahamas. There are plenty of travel agencies that can get you into Cuba for 30 days on a tourist card via Cancun, Mexico City, Montego Bay and Kingston in Jamaica, Santo Domingo in the Dominican Republic, the Cayman Islands or other central American countries. You will have to ask Cuban customs not to stamp your passport, and they usually won't. Also, you cannot bring back anything from Cuba that could identify your trip there, since if US immigration finds it they can alert the Treasury Department, who will probably fine you for the travel. When re-entering the USA, there is a customs form that will ask you where you travelled. Customs agents will usually also ask you this when you re-enter the US from whatever third country you decide to use. It is a felony to lie on either the form or to the officer, but I do know that many Americans do. If you admit you went to Cuba, then you may be fined. I would speak to a travel agent specializing in American travel to Cuba via third countries unless you qualify for a US government permit. I've listed some websites below that may be able to help you.

US citizens can travel to Cuba. Shouldnt be a problem for tourism purposes. There are no flights to Cuba from any part of the United States. You must make your way to Canada or Mexico first in order to get to Cuba.

if you do not have family in Cuba, you may have to travel through another country due to US laws and regulations. The Bahamas has flights to Cuba on a regular basis, Canada, and Mexico depending on the country you are closest to. Also the government in Cuba will not stamp your American Passport if asked, they will stamp a separate piece of paper.

There is a travel restriction for US citizens not to mention the US embargo on trade.
US citizens may be allowed to travel there if you get a license.
Please check the website listed on my source.

it is illegal to spend money in or traveling to Cuba. (US trade embargo) so unless you get a special lic. (only given to missionaries or student studies.) it is illegal... however if you leave from another country and dont brag about it ...many US do visit anyway...Tijuana Mx. leaves every Sat and returns every Sun.
