You should have added some information. Are you are foreigner who wants to go to college here? You should have study permits & definitely check first if the course you are taking needs a board examination & what the ruling is in this country & your country. You may have a problem later on. However, if it is not needing a board exam, then there will be no problem.
Different schools offer different specialization. If you want to take Engineering, the best would be Mapua Insitutue of Technology. Definitely the University of the Philippines would be the best as it is synonymous to Harvard in USA. It is where talented students go.
If you are in to nursing course, aside from UP, UST is also the best. If you are into Pharmacy course, UP & UST would be the best so far. If you are into Medicine, definitely it is still UP, UST, FEU, UE, De La Salle in Cavite and a lot more.
I had graduated from the University of Santo Tomas. Majority of the students here, are usually well behaved compared to other schools. I had cross enrolled with other schools because i shifted into another course. UST is where our National Hero, Dr. Jose Rizal studied. Did you know that his transcript is still intact? Their records are well taken cared of. I even applied for my mommy's diploma and I was able to get it with no problem. She graduated in 1952.

Ateneo de Manila University, La Salle and University of the Philippines are among the best. But it also depends on the course you want to take. There are schools in the Philippines that are not within the top ranks but excel in a certain field. I think what one should look at is the school that produces best graduates in a certain course or field of studies. In my hometown we have a small university which produces top nurses since the 1980's. It might not be known nationwide but it is considered among the best in the nursing field.

it depens on the course. for science and engineering courses, it's UP DILIMAN, for law and natural sciences, you can add ATENEO DE MANILA, for nursing, i think its UNIV. OF STO. TOMAS, etc.
