Ok I am going to start production on a short film. It involves a traffic jam in it....
How can we film during a traffic jam without people getting angry, I mean if the cars start moving again we would be holding people up. Keep in mind we have an EXTREMELY small budget, which means we wouldnt be able to pay people to stop or something. Also it has to be a big traffic jam and the filming would take quite a while.

PS I live in Australia if that has anything to do with it.

In the movie 28 Days Later, similar problems were encountered except they were just the opposite. They needed empty streets instead of traffic jams. Because of the time constraints, DIGITAL Cameras were used instead of the usual cameras. This saved alot of setup time and made possible what may very well have been impossible. Their budget wasn't big either. Research that movie and it may help you. Good luck!

You could contact your local news stations to see if they have footage of traffic jams that you could use, or contact networks like ABC, CBS, NBC, because they have some GREAT footage of traffic jams when the people here in New Orleans (where I live) were evacuating for hurricane Katrina.

So check with your local and national/international news agencies, and ask if they would allow you to use the footage-- all you have to do if you get permission is mention in the credits "special thanks to ... for the use of news footage".

Usually (not always, but usually) they will give permission to use that footage for free. That way you save money on actually having to film that scene, as well as prevent drivers from suffering through traffic jams.

Yes AnAvid has a good idea and you could superimpose your own footage on those. You could also do the same with other footage and compose them together as well. Isn't the new computer age great!!!
