1. If you mean what meaning, look at numerology. Simpler than that, the number 4 (Pythagorean) and the number 7 (religions) have SYMBOLIC -but no real- values. And don't forget 13 for the black cat adepts.
2. If you mean mathematics, then they are the essence of the art.
3. If you mean arts, then look at the famous "golden number" which is the ideal proportion between width and length. It's the basis of all classical art.
For the rest I don't see how numbers could have an existence by themselves.
