If this noise is still there look in the tread of your tires. Then either move the car foward so you can see the rest of the tread. Sometimes a stone or metal object become lodged in the tire and make this noise. If you find something, gently wiggle the object with your ear nearby and listen for an air hiss. If this happens goto a tire shop before removing.
Torn CV boots will not cause clacking, and they do not require the axle be changed. You should replace a torn boot as soon as possible to keep the axle knuckle (Constant Volocity Joint) from getting water in it and going bad.
If the clacking is very pronounced with wheel turned then the CV Joint is bad and then the axle would need to be replaced.

My old mans car recently had the exact same problem. At low speed it sounded like a roulette wheel. At high speed it shut up. Similiar to the stone in the tread it turned out to be the branch from an Aussie gum tree stuck in the European frame of an imported Holden. So stick your head under the bonnet son & start noseying around. But remember not to grab any new shiney black hoses with a red stripe down one side coz they bite.

If the noise is loudest when turning, then you have a torn CV axle boot, which requires the replacement of the axle.
Edit: yes.... If the boot on a CV joint is torn, and it is clacking that means that the internals have been rubbing on themselves from lack of grease. At this point, re-greasing and replacing the boot on a CV joint thats worn is just silly.
On something liek this: http://www.lynchhummer.com/Changes/h1.changes/06/halfshaft.300.jpg

Could be the plastic clips that hold the hubcaps in place. Mine did that and when I put the front ones on the back, the noise went with the wheel it was mounted on.

Wheel bearing might be the culprit. Have your dealer toss it on the lift, they'll diagnose it. Just had mines replaced. No more noise.
