Bloody hell why do morons keep answering these simple questions by making a mountain out of a mole hill.

Windows has an standard feature to wake/ turn on the computer if the mouse is moved or a key is tapped. this is a very sensitive control as a mouse can be moved if a door slams or if you bump the desk.

Just have a look in the control panel and turn this feature off.

Yes for many reasons...
1 it was not shut down properly and so RE-started
2 settings for say your up dates or virus scanner are set to start and if comp is not on to start it. if that's the case though it should shut down after up dating.
3 VIRUS

when my computer does that I find out that somehow the restart computer is on instead of the shutdown, so next time you shut down make sure it says shutdown and not re-start. Hope this helps.

If you have a modem installed and a phone line hooked up to it, it can start up by itself if the modem is set to "wake up on ring". Meaning, if a call comes down the line, it will start up the computer.

Only one case i have experienced.
when "Wake on LAN" ability was enabled in computer and your computer was connected to phone ( via modem ) ,so when phone ringing that computer will be turned on.
Wake on LAN feature is in computer BIOS setting.
