A retailer will attempt to return an item based on how it was paid for. Most of the time, it is built right in to the computer systems and any attempt to change a return to another tender are not allowed register--it is automatic.
Sounds like you need to take a cash advance. Try a gasoline credit card, they have that feature now, but interest rates are HIGH.

What you are trying to do is a cash advance.
If you bought an item from HD and then returned it, they would credit your account with the amount of purchase (decreasing your outstanding balance.) HD is not a bank so they are not interested in loaning cash to their customers.
If you need cash, use a bank card (Visa, MasterCard, Discover, etc.) Cash advances are made at a higher interest rate than your regular credit interest rate - as much as 21% per year (vs 18% on purchases.)
A better idea is to take out a regular loan from your bank - if you have any assets that you can pledge as collateral, such as equity in a car, then you can get a lower interest rate than a credit card cash advance or a regular signature loan.
Or take a 2nd job - that way you'll get additional income and not have to pay any interest at all. And of course, cut your spending. A penny saved (or not spent), is a penny earned.

I can't imagine that there is a loophole like that. I work in a retail store, and they won't even exchange a check-purchase with cash. You get a check if you want a refund and you paid with a check.
You can get cash from a credit card, however, if you are talking about a normal credit card, rather than one from a store. Yet, the interest rate is super-high, so the cash is only useful for paying for things that can't be paid for with credit.

No. It will be put back on the card used to make the purchase. It sounds like you are over extended. The rate on a home depot card would be really high.

It'll go back store credit or onto the card. You should try getting a Target Visa, or any other Visa, and then borrowing from their cash line.
