Two sites I found were Bartleby.com and Project Gutenberg. You're not going to find the latest best-sellers on these sites, but they are great for the classics. It's a legal thing, the new books are covered by copyright laws which prevent them from being published online. Copyright protection has expired for old books, so that's why you see them in these two websites.

google books has a good number of novels

google books has copies of many well known books and plays that are out of copyright, if they are still in copyright you will have to buy or borrow them from a library
